By 1962 one million of our teen-agers will be arrested each year - at the present rate. My considered opinion is that we must act - and promptly. The time has come for a counterattack against juvenile delinquency. Unless this counterattack is successful no street or park in the nation will be safe. Worst of all, every child in the nation will be exposed to the vicious acts of the delinquent minority."
